Abuse
Definition
Abuse refers to acts that intentionally cause harm or pose a serious risk of harm to a child, adult, or vulnerable person. It can include physical, sexual, emotional, psychological, or financial abuse. Abuse implies deliberate action or wilful neglect and is recognised in statutory law.

In 2023, there were 1,457 newly registered cases, with 41.3% being physical harm/abuse, 34.9% sexual abuse, and 21.3% neglect. Notably, 88% of sexual abuse cases involving children under 16 were committed by individuals known to the child, such as parents, relatives, or peers.

Adult at Risk of Harm
Definition
An adult at risk of harm refers to an individual, typically aged 16 or above, who, due to age, disability, illness, mental health issues, or social circumstances, is unable to protect themselves from abuse, neglect, or exploitation, placing them at increased risk of harm.

Definition
Adverse Childhood Experiences (ACEs) are potentially traumatic events that occur in childhood (0–17 years) such as physical, emotional, or sexual abuse; physical or emotional neglect; and household dysfunction including substance misuse, mental illness, parental separation, or domestic violence.

A study by the University of Hong Kong found that 53% of Hong Kong residents aged 18 and above have experienced at least one form of ACE, which is substantially higher than the global average of 38.8% (Kessler et al., 2010). The most common forms identified were emotional neglect (32.5%), psychological abuse (30.8%), and physical abuse (14.2%)
Another study revealed that 84.2% of participants were exposed to at least one of the 13 ACEs, with the highest prevalence being emotional abuse (67.5%), followed by domestic violence (62.5%), physical abuse (49.1%), and bullying (45%)

Definition
Bullying refers to repeated, intentional behavior that causes physical, emotional, or psychological harm to another person. It can include verbal abuse, physical aggression, social exclusion, or cyberbullying, and often involves an imbalance of power between the perpetrator and the victim.
